Indeed. I was surprised about that fact too at first. But I noticed quickly it is true. Take for example threadstarter's portraits of Gale and Shadowheart. While they complain about Astarions, you still can clearly see Gale and Shadowheart have not their "normal" portraits either. The off colouration is due their individual graphics settings. In their defense it is hard to notice because a lot of people have the same issue without realising it is an issue.
Easy fix: set your graphics to "Ultra" when levelling up. Not everything is needed. But you might as well. Again, it's most notably the shadows, perhaps the textures. If you're afraid your hardware might blow up just make sure the set your shadows to high. If you can't wait to level up or won't load a previous save, you can use Withers to respec. It works, too, according to several people.
edit: I tried the new Magic Mirror that lets you change your appearance and while it lessens the hair glare if you pick a darker colour it doesn't resolve the issue. And, of course, the mirror is only available to Tav and the Dark Urge.
It's definitely not *only* 4k. In 1440p I had the same issue, and I've been able to avoid it by setting shadows to High instead of my usual Medium. So what super_jqp said may not apply to you, but it is true for others.
