Hear me out. And spoilers for the end.
So i have a question. has anyone tried to do the following.

Steal the orphic hammer.

Defeat Raphael.

Throw away the Orphic hammer.

Have the emperor betray you.

What now? I havent tried but in my mind, you cant free Orpheus, Raphael cant make a deal with you, and the emperor has left you. Anyone know what happens?
If no one knows i shall test this out at my earliest possibility.

The only way for the emperor to betray you is to use the hammer.

You sure? cant you tell him to free orpheus which will annoy him that you still dont trust him and then he goes away anyway?

You can only get the Emperor to turn on you at the very end, in the astral prism, where you have the choice between the Emperor eating Orpheus to gain his powers or freeing Orpheus.

The Emperor betrays you if you attack him inside the Prism at the end (done so, because he got stuck and did not try to eat Orpheus). Then Raphael offers the deal and you can continue with Orpheus.

Edit. @OP. Never tried that course of actions. Sounds like it might break the progression unless the Hammer is bound to the PC like the Prism.

Isn't this the case where Karlach or you may turn a mindflayer yourself ?
And you still have Gale as a solution.

I found an old save file close to the point.

You simply get a game over.

I'm honestly very dissapointed.
