The gist is that the game puts a lot of path finding on the same core. Along with a litany of other things. You can find the info on YouTube or through a Google search.

They made some tests and it seems that the 4790k runs very well (in their tests), 67.5 average fps. So, I can´t understand why my test system runs at less than half fps....
32MB or GB of memory? And what's the speed of the memory? (also this set up is heavily CPU bound, as the 6 series from AMD is about a year old, and the cpu is VERY old
Also running from an HDD or an SSD? (SATA ssd or nvme?)
Running from a nvme and memory is pc3-12800(800 MHz)
Seriously though, is this where you saw your 25 FPS? Otherwise it wouldn't be comparing apples to apples:

Though I'm not sure what "Maximal mögliche Details im CPU-Limit" is supposed to mean regarding settings.
So wait...you're using DDR3 memory running at 800Mhz???

100+ FPS stable in BG3 with 2k resolution, most things on max/ultra.
My system is only a i7 4790k, 16GB RAM 2400MHz, GF RTX 2060 Super.
The worse offender for this game performance is the North bridge of your motherboard and the GPU. Those are the defining factors to have it running well.
If you have the minimal CPU required, the minimal memory required but somehow can run with a good GPU and modern HDD or SSD, it has better performance than running it in a Ryzen 9 with onboard graphics in an older motherboard.
And, "old" CPU is mostly a bogus term. There are to this day Pentium grade "new" CPUs being shipped out.
I run on an i5-2500 with a 1650 Super just fine. That being said, I run on a 1080p monitor with medium settings. So I am not stressing the system at all.
I doubt very much if the issue is your CPU.
