How does movement speed work in this game?

Does anybody know how movement speed works in BG3?

I know Dash is an additional bonus, while Click Heels is multiplicative by 2.

As far as I understand, there is a hard cap up until which you can use all bonuses, and from then on only multiplicative bonuses, and additional bonuses like Dash won't increase MS anymore.

But Dash sometimes gives 30, sometimes just 25.

Also, sometimes the cap is at 100 (can use Dash >= 100 MS, and then only Click Heels to improve), but sometimes it won't increase it further even at values like 85.

Why am I getting only +24 MS per Dash, when previously I got 30, and why is Dash not increasing it at 96, when I could increase it to >= 100 previously?
