I have a save right before Act 2 ended, but do I really need to do that to make Act 3 run well? I'd need to redo everything I did in Rivington as well... along with the Emperor encounter.
Turn off dynamic crowds and whatever option is near it, don't remember.
Launch dx11 version straight with Administrator rights.
Have 6700k + 1080ti + 16Gb Ram ddr4, runs on 60fps Ultra in 1440p. Check what's your PC, RAM, not just GPU
And my PC has 32gb of DDR4 ram.
I play on low settings, disabled AA, v-sync on
32gb ram gtx1050
and memory leaks are only a tip of the iceberg here. There could be a whole book dedicated to what could be optimized/patched
Three fixes will improve act 3 significantly.
In Steam for BG3 select properties and add "--skip-launcher" to disable and bypass the Larian Launcher when you run the game.
The next thing that tends to help is to modify your runtime priority and set it to high. Do not set this any higher.
If using DirectX11 in Windows, you can create text file called bg3.reg or whatever, but the .reg extension is required here for simplicity unless you want to manually do this.

Save the file. Click on it to add the keys to your registry.
and lastly disable dynamic crowds in the in-game settings.
