the other way is to just wet them and then hit them with any cold spell.
the save againt being frozen in my game atm is dc12. no idea what sets that. my wizard is int 20 so it should be much higher. a lore bard helps because you get to take d8 off of an enemy's save.
With fire or electricity, it's just a simple setup and then ignition. A hasted character could do it in the same turn. Thunder though? *sigh*
But you raise the point about dumping enemies' constitution save. I think this might be the route I have to focus on. Maybe curse. Bleed. Oil of Bane. That lore bard sounds great, but I don't got one.
What else can tank an enemies constitution roll results?
That's still only 1/3 of the recipe though. Still got to inflict Chilled reliably.
I could keep Fire Shield and Armor of Agathys up on the Mourningfrost weilder. Could use a lot of Ice Storm casts to maximize rolls without doing too much damage. But committing to this route is doing backflips while purposefully being weak.
Or I guess I could equip someone with Flail of Ages and Coldsnap together, try to get mobs to attack them as much as possible. Thinking Coldsnap might be the best option.
