The point of that is experienced fighters predict your next attack and counter it before you even execute it, easily defeating you. When you are drunk ( or fake it ) you make moves that are irradical, so impossible to predict, nullifying their experience in fighting, hamper them being able to counter your attacks.
So we have 1 ) monks 2) gear for monks that have to do with being drunk so i think there is a good reson to believe monks in this game can follow that Kung Fu style :-))
Drunken Master was a Prestige Class in 3rd Ed. Needs to be fully implemented IMO.
