Sounds more like a handling issue than a Steam Library issue. Tell your friend to restart their PC before starting the game and they shall tell you if the issue still persists that way.
That definitely has other reasons than game related ones. But not much can be done without the details. In the meanwhile they should be able to start Baldur's Gate 3 regardless, by making a shortcut of the executable in the local files.

Could you tell him to move the BG3 folder from Steam to another location? e.g. SteamLibrary\common\Baldurs Gate 3 to C:\BG3

in regards of the family share issue: are they using multiple family share accounts or just yours? how many in their friendlist as that can be also an issue?
When the folder is moved, he should be able to play without issues, in doubt with Steam off. But I rather want the Steam Family Share to be resolved, or at least know what causes it. Hence the question about how many friends they have in their friendlist.
Another thing to check if they share their computer with someone else, and some leftover login files for Steam are lingering, causing issues. That can be resolved when removing the userdata of Steam completely.
Maybe clearing the download cache also suffices. In doubt they should consult Steam support directly, so they can check on their account.

steam://flushconfig - either they open that in browser and get directed to Steam, or he run that in the cmd window which you can open with WIN+R
the userdata folder is in their Steam folder, but best to make a backup especially if they are not using cloud savegames.
Make him exit Steam first before launching the game. Then he can start Steam again once the game is launched. That way it should at least work until you they figured out what is wrong with their family sharing.
