Only the rune powder will work without hurting any npcs. You get it from an npc, I forget her name...

IIRC it's force damage that's needed to break the rocks, so you could also try spamming eldritch blast or something.
Rune powder is also the only one that will not harm gnome slaves or duegar. If you damage anyone while blowing open the rocks, then the fight becomes more challenging. Winnable, but a lot harder than just using the Rune powder.
You place the rune powder and everyone runs away waiting for it to blow.
If you do manage to do it by other means, which I have, you also run the risk of damaging Nere with surface effects, which triggers the same problem...
Go get the rune powder from the gnome. She is back by the docks where you first land.
