If you refuse to give him anything, guess what he's likely going to ask for? Some magical items. Seems pretty straightforward.
Stop obsessing over hording all the magical items, especially the useless ones you aren't likely using, and just give him one or two and that will likely fix the problem for the EA run.
This **** isn't this difficult to figure out, I continue to fail to understand why this is such a problem for some people.
It's EA, experiment and see what happens. This save file isn't going to transfer over to full release so make the most of it and see what happens when you make certain choices.
Also, thievery? He doesn't steal anything from you. He's asking you, as a team member and friend. God forbid any of you consider sacrificing something that might mean something for a friend's benefit. Hope you never have to do that in real life, I'd hate to see how badly you crush that other person.
Just take your time to explore more, i guess?
The only reasons someone would have problems with this is if they either rush through the story or they just hoard items when they do not even use them.
edit: Also, if you really don't like him and don't want to share you precious hard won loot with him, telling him to leave and ever see him again is a valid RP choice :D
The real point, however, is why even bother when you can just create a Wizard yourself without this issue?

You don't have to bother if you don't want to tho. There's no wrong way to RP here, the dialogue gives you the option to refuse them in joining your camp or just tell them to leave later because they are valid choices. You had enough of one of the companions? Kick them out, kill them. You have no obligation to Gale, do what ever fits you and your character to have fun.
I've tried giving it to him without opening it, but when doing the camp scene, he wouldn't consume it unless it was opened. Did the devs change that?
If you deny him often enough he steals something.
