He wants artifacts/relics specifically. Any will do, but common/uncommon/rare, etc. items aren't good enough.

At some point he stops asking for items in EA. I usually give him stuff that has no use to me like... Amulet of selune's chosen, necromancy of thay (unopened), idol of sylvanus. Also if you never initiate dialog at camp he won't ask for items rn.

You do realize if you actually give him some magical items, some of them you get pretty early and are not worth all that much later in the EA or items that aren't even equipment at all and serve you little purpose for combat, his condition will be sated and he'll be fine.
If you refuse to give him anything, guess what he's likely going to ask for? Some magical items. Seems pretty straightforward.
Stop obsessing over hording all the magical items, especially the useless ones you aren't likely using, and just give him one or two and that will likely fix the problem for the EA run.
This **** isn't this difficult to figure out, I continue to fail to understand why this is such a problem for some people.

It's EA, experiment and see what happens. This save file isn't going to transfer over to full release so make the most of it and see what happens when you make certain choices.

Also, thievery? He doesn't steal anything from you. He's asking you, as a team member and friend. God forbid any of you consider sacrificing something that might mean something for a friend's benefit. Hope you never have to do that in real life, I'd hate to see how badly you crush that other person.

Like it was already mentioned, he needs artifacts. I never had issues with it, there are plenty of leftover after you equip the party with what they need best first. You just need to explore by unlocking doors, treasuries, chests (don't get caught :D), discover side encounters, check NPC's shops etc. Most of the stuff he needs you don't even need to buy, you find them in the world and there are more than enough.
Just take your time to explore more, i guess?
The only reasons someone would have problems with this is if they either rush through the story or they just hoard items when they do not even use them.

edit: Also, if you really don't like him and don't want to share you precious hard won loot with him, telling him to leave and ever see him again is a valid RP choice :D

The real point, however, is why even bother when you can just create a Wizard yourself without this issue?

You don't have to bother if you don't want to tho. There's no wrong way to RP here, the dialogue gives you the option to refuse them in joining your camp or just tell them to leave later because they are valid choices. You had enough of one of the companions? Kick them out, kill them. You have no obligation to Gale, do what ever fits you and your character to have fun.

He only needs two during the act. I believe. You can give him the Amulet of Selune's Chosen and the Iron Flask, they're largely useless. But, yes, one should be able to feed him a bunch of these trash items that flood our inventories.

Just ignore it, he'll make a pact with the devil and stop complaining. In the full game I expect it to lead to a full sidequest.

If you deny him often enough he steals something.
