The person who talks to and accepts companions into their party gets control of that companion, although companion control can be changed around at will.
Basically, each player creates a unique character, but then you get to recruit companions too.
It's like each real player has their own 'sub' party.
But yeah, you each make your own but in final release you'll be able to start as most of the joinable companions if you'd prefer them too.
