This is not a 'live service' game. The rest of what's missing comes with the launch. Larian has explicitly stated this.
Yes, for some strange reason, this company seems to have no roadmap or anything similar. Since the DOS1 era, they seem to only have so-called early access, which is more like a paid demo, and a release date that is never certain.
Exactly. For those who have been taking part of the early access, Larian has provided updates and added more content to the early access.
Just go to Larian Studios web site OP. You can see a lot of information and a road map to some degree.
