You can continue to use any of the pre-cast spells actions, but you can't cast any new ones by default.
Well other games i have played for example Solasta, of course i know it works in DnD to but call lightning i could cast after i wild shaped, even though i was concentrating on it i couldn't here in bg3. So i was kinda wondering if it was a bug as well, it seems maintained effects still stay in wild shape like entangle though.
Wild shape, cast spell - not unless level 18+
It's been awhile since trying druid in BG3, but if it's not functioning that way then its possibly a bug or Larians homebrew.
