At least that's how it was in the early 2000's, haven't bothered looking at ratings or the process in ages.
We have it that games are not allowed to be sold openly if they are not having a rating. And merchants are fined heavily if they hand out games/movies/media to buyers who do not meet the age criteria.
The reason it's not marked as adult only, is because of the publisher.
It IS restricted to children and rated M.
You also have to verify your age on the Store page.
Do you have it stored in your system so you don't have to verify age?
PEGI rating for EU is the same except the mature games are 17+
Ratings are visible on the sidebar in the store page for all games
The tags are just stuff steam users type in

You said it yourself, "no online store has"
They have what they're legally required to have, that's all they need to have.
If you actually have a problem with this, petition your government, for they are the ones who enable this.
For the same reason they can play Grand Theft Auto. Some adult thought "it's just a game," ignored the rating, bought it for their kid, and then got super butthurt when little Timmy saw a boob.
I have no imagination where you live. Age verification is pretty standard over here and you can do barely anything without it in online shops.
