Can't reach the endgame.

There is no 'karsus's compulsion' skill. What should I do? I've tried reloading several times using F5/F8, and even if I repeat the battle from the beginning five times, it doesn't happen.

In other words, it doesn't mean you can't use the skill. The skill button itself is not visible at all.

Have you gone through all your skill menu - it's one of them.

In my 1st playthrough I went with the Emperor and he casts it just fine. I'd imagine if you use your avatar and by level 12 have sizable skill list it can get lost in there somewhere.
