It is a Survival MMO
You go into a open world, you farm resources (together or alone, albeit the entire gameplay is focused around group play) and then you build bases and get more resources, the quest follow the Survival MMO path, its "do this to get this" there is no player agency or choices involved
Its coupled around PVE experiences as well and random events.
There is no real RPG elements in the game.
Think about minecraft.. if ARK or RUST... these are the same.. they are also Survival MMO´s (albeit Minecraft can be perfectly well played alone and has creative asepcts ofc)
My point here is, that it is not an RPG and never have been, it was never the point of it either.. the point of it was for you to survive a sandbox with friends and father resources.
It has more RPG elements than Starfield ofc.. Starfield basically have none.
Ark is still RPG because it has progressive leveling system.
I have no idea about Rust. I dont play that game.
And you only build one singulair base in FO76.
We will never reach an agreement so lets stop the debate.
We don´t define what an RPG is the same, so its moot to keep beating the dead sheep.

But this does:
Levels letting a player improve the character and earn more points as they progress.
Statistics showing how many points a player has earned and their position vis-à-vis other players.
A combat system that, among other elements, lets players choose their actions and abilities.
Equipment, such as armor and weapons, that make players' characters stronger.
Elements that let players interact with other players and with the gaming environment, such as traps, doors, etc.
Character classes that each player can select, such as warrior, wizard, princess, etc.
By your standard 'monster hunter' aint an rpg, yet it is, because 'classes' are in that game that benefit from statistical points in set skills.
FO is a build your own class game.
So is Ark because your gameplay is very limited to your dino classes.
Sarcasm aside, BG3 is a completely different genre than Starfield. It's like saying Crusader Kings 2 is like Final Fantasy XIII.

1. Starfield is a shooter (quite bland, tbh) with some RPG elements. IF you want to see a Bethesda RPG, you have to go back to Fallout New Vegas / Oblivion.
2. Baldurs Gate 3 is indeed a RPG, but since it´s isometric, comparing it with Starfield is like comparing cats and dogs: They are both animals, and usually tamed. End.
AND that comes from someone who owns both of the games (EA for years in BG3 and pre-order for Starfield) and enjoy both (so you can´t play the "xxx fanboy" card).
