And they are hardly OP, most effect you can get easily in different way.
In 4 character party you will seldom even need to use them at all.
But they are great for solo playthroughs.
Gunpowder arrows are fun though, especially when I need to knock someone off a ledge from a distance.
That way it doesn't really matter what class you play.
Its not dude. Rogue is much weaker in battle mechanics. Unless you're disengaging and then re-engaging stealth attacks. But I think thats a bit cheesy. And even then, he would still not be more effective than a Ranger with archery buffs
Oh boy do you clearly have no idea what you're doing.
Ranger sucks in 5e, Larian homebrewed the hell out of it in this game.
It's not even close to the weakest class and it's actually got some of the highest damage per round in the entire game if you build one right.
And the consumable arrows are outright nonsense. Arrows that mimic lesser restoration, arrows that instantly break concentration, arrows that silence, arrows that cause darkness, they literally just made a bunch of spells into consumable arrows.
Arrow of many targets and smokepowder arrows flat just shouldn't be things.
Thief has 2 bonus actions, it's way better than a ranger.
And Rogues are great outside combat.
Ranger is the weakest and most bland class in DnD 5e. it always was.
But best is multiclass ranger with rogue, that actually makes for a great character.
Only reason to stay ranger after lvl5 is, if you really want to role-play as beast-master.

To that end though playing straight rogue is also pretty crap.
Two bonus actions is nice, but you get that at level 3.
What do you get past that? 3 more damage on sneak attack every two levels? na.
Yea exactly ranger/thief.
Not a ranger.
Just ranger is weak class.
Discussion of class balance doesn't seem productive, as anyone with a ranged weapon can make use of these effects.
Cake without icing is just boring sweet bread.
