Where exactly are you trying to summon them?
Also does not work if you killed them....
I am still in Act 1. I tried to summon them in Karlach personal quest with the "paladins". No one came.
It took a very tolerant and forgiving amount of time for the brutes to realize our betrayal and by that point any mode of reconciliation was moot - they would die upon this isolated island in this putrid swamp, and could only be described at the face value of their attributes as having been worthy of such a fate. That their charismatic leader happened to drop a rather convenient item was a happy consolation to the disbandment of the warband and loss of apathetic reinforcements.
Sometimes I noticed that they won't come if the game has nowhere proper to spawn them in relation to our character, so that's the only thing that comes to mind.
But if the horn truly doesn't spawn them at all, then yeah it's definitely a bug.
and underground but not underdark or the gith creche.
They only work in the early parts of Act 1. They won't come help you in the Mountain Pass, which is still Act 1.
