Report a translation problem
It was REALLY buggy.
But fogs, darkness etc will always block spells like fireball from hitting things BEYOND them because they need to be able to see a place to cast AT a place. That may not be 5e RAW.. it is possible to be interpreted as such however, with things like fog or darkness being considered "total cover".
So a point can be made for both sides.
In this case the "DM" has ruled you cant cast it there of you cannot see there. that area however is indeed buggy... and I suggest filing a bug report with the save from that area, detailing the issue. they have mostly fixed this problem... but obviously some areas might have been missed.
Steam, however, is certainly not the place to bring this to Larian's attention. That is like complaining at Cole's bookstore about a Rowling book.
Take it to the ones who published it, not their distributor.
They are literally casting spells through the floor and through walls.
Pretty sure fireball can't go directly through a solid wall and hit things on the other side.
