There is gear in the game that make being drunk a viable strategy by greatly increasing the duration of being drunk and giving you several buffs to offset the normal debuffs that being drunk gives you.
Edit:
Drunken Cloth: Snowy Liver: While Drunk you have Advantage on Constitution Saving Throws, and you gain temporary hit points equal to your Constitution Modifier at the start of your turn.
Amulet of the Drunkard: Booze Remedy: While wearing this amulet, regain 2~8 hit points per turn while Drunk. Additionaly, increase the duration of your inebriation by 5 rounds.
Edit again: Viable might be a bit strong, but depending on the build the advantage on Con saves might be handy. Not something I'd build around long term though.
