Throwing strength potion doesn't work?

I wanted to get everyone in my group to 21 STR with the hill giant potion. I threw it on the ground (wooden plank floor), nothing happened. Everyone got a flinch animation from it, but the stat is not boosted, they don't have an effect icon near the hotbar either. Went outside from a building I was, threw it on hard ground this time. Same thing, no boost.
Put the potion on the ground, attacked it, nothing. Same flinch animation, no boost.

Did the devs remove the AOE effect from this potion? Or my game is bugged? I reloaded a save, that didn't help.

To be honest, I never tried it with this type of potion.
Does it work on a direct hit?

I've heard using improvised action might work, but honestly I think Larian will patch this out, potions are meant for one person, not several. Though this could be a good move if you want everyone to suddenly have tavern brawler and start throwing things with +10 damage

It's something Larian has gone on record several times over, describing it as a feature they took much pleasure from players discovering.
That suggests it will not be patched out.

Also systemically it makes sense to have them work the same as say a fire or acid potion but with a different damage type that ads hit points.

Throwing works for potions, but I think (not totally sure, but it likely the case here) it doesn't work for elixirs (hill giant potion don't exist, it's hill giant elixir)
