I think that they also do not die when you kill them via the burning condition turns after they stepped into the fire you created. Or lightning water you made by stepping into it with the right boots on.
I've used it on my bow ranger, and it worked without any issue.
More an effect and the mantle probably doesn't count that as you killing them directly.
Not sure if that's a bug or intended.

I honestly feel like cull the weak should work with it. Any damage that happens within my turn should trigger it IMO (provided that it kills the target of course).
It would be nice to know Larians stance on it, but i doubt there's a way to reach out to them about this.
...but it is implied that the wearer must be the direct cause... and that implies via action or bonus action. It is also not triggered by making them burn because you set a fire and they grabbed the Burning condition from that.
Direct cause, not secondary cause.
