Not sure how your description of the issue relates to the actual thing that the ring does.
The ring just procs a buff on you when you kill an enemy. Then, the next attack roll YOU make will be a critical hit.
Don't see what reactions have to do with it at all. Maybe I'm missing something here?
they are using "reaction" as a descriptive term. the buff does ask you when you want to use it during an attack. they don't mean it as a "reaction" as an actual action.
