you don't have to have sex with anyone in the game. if your relationship meter is high enough you can pursue romantic relationship but its not required. They may try to initiate it but you can always turn them down and if you do it nicely they wont get mad or leave camp or anything.
In my case with Gale, it was Power Word: "I don't have time to sit around with you while you wallow in your misery. I'm going back to camp."
Shame, I really like Gale and don't like offending him.
On a serious note though you can technically avoid his romance but you have to be very careful with what dialogue options you pick or it'll fire off a flag saying you're in a relationship with him. It doesn't automatically lead to sex but it does lead to your every interaction with him after that being wierd.
I'd love the scene if it gave you a game over, similar to romancing the psychic vampire in Mass Effect 2.
