I would think the person who can't throw a fireball 60 feet needs the ability to teleport more.

I'd pick melee. Slap misty step on your heaviest hitter and use it to quickly close the distance to squishy enemies.

Gale as a wizard will have the opportunity to learn the spell from a scroll or get it from lvl-up, melee characters dont have that, and often need the opportunity to reposition fast and still manage to hit something, so I would put misty step on a melee character.

You would think, but misty step doesn't provoke attacks of opportunity and it's a bonus action. So if your spellcaster becomes threatened by a melee character they can teleport away and still have their main action to cast an offensive spell.

Strength melee characters can already Mario jump across the screen

I have two instances of Misty Step for Laezel. That with the jump spell and she can fly all over the battlefield.

I have MS for Gale as well. Your wizard should have at least MS or Dimension door.

But misty step is always bonus action. Jump can be through a magic item, but it's not a BA normally.

I like to keep that amulet of misty step for whoever needs it. You can equip stuff in combat, though it eats action. But since MS is bonus, that's fine.

...yes it is. Jump is a bonus action.

Can't jump if you've already used more than half total movement in a turn. Maybe they are referring to that. Jump, then run.

After playing around with some mods that enhance the difficulty of the AI, or at the very least mitigate some of the questionable decisions the mobs and antagonists previously made, I would qualify Misty Step as an asset to a melee character strictly on the basis that it does not coincide with their movement for the turn, and so if you have the good privilege of ending one target but the next one is some distance away, being able to simply teleport beside it is a convenience that cannot be overstated.

I think jumping costs 3 meters worth of movement.

If jump'n'run doesn't cut it, there's these boots that double the wearer's range, and that's usually enough to get anyone in stabbing range.
I'd rather use MS to get Gale out of melee and on higher ground.

I make sure all the players for which are in my party have misty step either by spell or the amulet. After all it's a great spell for getting high ground quickly in a battle.
