Same type of thing will happen with the icy helve that Dhourn the drow has if you don't loot him. Happened to me yesterday, I used intimidation (drow female special dialogue) instead of killing him like usual and he ran off for home before I realized he had part of the staff.
Mourning frost can be better than meh if combined with the right magic items. You can make the githyanki patrols fall over prone on ice and flounder, for example. You can then have the rest of your party mop them up as long as they have magic boots on that help with icy terrain.
If you also have kereska's (ice), the snowburst ring, and take abjuration (that shields you), you would actually want your mage in battle as they likely won't take damage and can dish out damage simply by disengaging from enemies when they try to opportunity attack. Not all mage builds are bad in melee and the ice mage build is one of those that is good and can use Mourning frost. Later on in ACT 3 you also can take dual wield and have Markoheskir + Mourning frost for even more icy fun.
