The only time I'd argue where you don't need ability improvement is eating Auntie's fey hair and making Astarian do some whacky ♥♥♥♥ for a damn good potion for strength characters.
The potion and hair lets you go above 20, no? (Although even with getting your strength to 25 potentially, you're still short of the elixir of cloud giant strength. :P)
You go to 22 with one ability improvement. So cloud giant is still going to be higher.
You can also choose not to go higher than 20 outside of cloud giant, and use your two feats for something else.
War Caster, Great Weapon Master and Alert are also really competitive.
But yea overall you want ability at 4 then whatever weapon your character use at 8 like great weapon master if it’s 2 handed or sharpshooter for rangers/ rogues etc, then if you haven’t multiclassed , alert or another ability at 12 to get your main attribute to 20.
Fairly cookie cutter , most feats are very niche or have only very marginal benefits.
Dual Wielder and Polearm Mastery are likewise worth it early.
Heavy Armor Master is also surprisingly strong since I believe it can stack with other sources of flat damage reduction.
Because having only 3 feats at lvl 12 makes ASI / GWM / Sharpshooter / War caster mandatory and almost nothing else.
