did i softlock myself?? ACT 3 SPOILERS
playing dark urge (evil) act III on bg3 rn
i killed the only flaming fist investigating the murders
i gotta finish the kill list so i can get access to bhaal temple
the two remaining victims are in the upper city, which i cant get without the three netherstones

what am i doing wrong here??

You haven't done anything wrong, they aren't in the upper city. All victims are in the lower city. Look at your map and make sure you've gone to each of the victim locations.

it's the people in the entire list right? i have killed three out of five, do you just wait after that?

None of the killable targets on the Bhaal List are in Upper City - those 2 are literally unreachable so don't get yourself concern over it. There are at least 3 target alive - maybe more i think the quest is relatively time sensitive if you take too much long rest.

I haven't reached that point in my Durge playthrough yet so dunno if it differs from general custom Tav but have you been to the Tribunal yet? That's what normally gives access to the Temple of Bhaal and does not require all the hands.

no, i havent found the triburnal. i am guessing it is somewhere in the lower city and i just havent found it? is it by the gate that says KEEP OUT? Lol. i failed str check to open the grate

It is somewhere in the Lower City, yes, and not behind that gate. Since you're doing the murders yourself I suppose you've confronted and killed Dolor, the red clad Dwarf(unless again something changes for Durge) in which case there should have been a letter on him to point you in the direction.

If you just wanna progress and don't care about searching for it yourself I'm gonna give instructions in a spoiler. If you wanna look for it yourself do not read below. The entrance to the Tribunal is in a tombstone making shop next to the Graveyard. You have to go to the back room, remove the portrait from the wall and click the button to reveal the entrance

I think somewhere when you first came across the Bhaal list of targets there's another book sits aside which is not written into quest log is that after getting TWO HANDS, you don't need all first of all - you go to the Tribunal to prove you're worth to became a Bhaalist and then you ascend forward later by going to Temple of Bhaal (after passing the Tribunal one way or another).
