Or some external fps limiter program you use. Fps can be limited from adrenalin, from rivatuner etc…
If it is variable fps around 60 fps it could be that your one cpu core hits 100% load and does not feed gpu fully.I have come across areas where even 5950x cpu has hard time with single core perf.
2. Your CPU is way too slow for your GPU. Basically, the CPU is telling your GPU what to render, and it can't give the commands fast enough, so the GPU can't run at 100%. (Baldur's Gate is relatively CPU hungry to begin with.) You may wanna bite the bullet and upgrade your motherboard to an AM5 socket and get a 7800x3d or something if you want your GPU to run at closer to 100%.
What's the monitor settings in Adrenalin ?
What monitor cable are you using ? (DP/HDMI, which version) ? DP1.2 caps at 60FPS at 4K...

5800x3d is very good upgrade for this game. It allow allmost douple the fps in this game compared to 3700x.
