There's a difference between convincing someone to consume tadpoles - before you do, you cannot see their powers - and already having the Persuasion power.
Some characters, like Gale or Wyll at least, once you convince them to use the tadpoles, have no powers unlocked.
Others, they have the Persuasion power unlocked.
So dev oversight.
