At this point saving the gnomes is a plus.
Another way to save both Nere and gnomes - kill all duergar before freeing Nere, free him, tell him to stop killing innocents, and then you can plant a thought to set the gnomes free.
1) steal the runepowder barrel
2) tell the duergars “ I have some explosive powder”
3) drop the barrel and go back with the others.
4) ignite the barrel
5) everything will be solved instantly.
No, they don't. If you spare Nere:
when you meet balthazar nere will be there, zombified after being killed off screen by the very balthazar
