Whats this NPC for? any questline? He just mumbles about not wanting to be freed

Leave him alone, he is just an old lazy hobo who want free food and a bed.

If you suceed on the check near the sleeping guard you will hear her mumbling about Otto , then if you speak to her you can say you are his/her son and she will grant you entrance to the prison , appart from this i dunno if he is part of any other quest :P
