BTW, there is a mod that CAN give Minsc, Halsin, and Jaheira tadpole powers, as well as hirelings, if you go out and use it. Now Halsin and Jaheira don't have tadpoles, but it's not like mods prize story consistency, LOL. Also, the hirelings are zombies from the Fugue Plane and were never tadpoled. But anyway.
Minthara, incidentally, is as open as Astarion right off the bat to tadpole powers, and it's a low persuasion check for her to use the Astral Tadpole.
Partially incorrect - Minsc can get tadpole powers, but requires persuading. He can likewise also get the Astrad Tadpole.
I have not found any mod that allows Jaheira, Halsin or Hirelings to get tadpoles. Do you have a link?

They do not need to be persuaded to use it. Just select their character, and have them consume it. It will open the slots, you still need to find add'l tadpoles to fill them, as always.
You can get Tier 1 and Tier 2 abilities on use.
This means you can get post-Astral Tadpole powers in Act 1. Of course, you may not have enough tadpoles to unlock them. Unless ...
Some might consider that horribly OP.
