How I can talk they away from rocks.

Just throw it onto the rocks, they will run away, the bomb won't go off until you fire a arrow after it or a fireball.

Tell the sergeant or one of the gnomes that you brought explosives, then throw the runepowder vial at the rocks after that, everyone will run away and wait for you to explode it. Once you found her she runs away so you aren't supposed to "find her" again.

You can actually steal the whole rune barrel while in dialog with another character but you will kill half the people in the room including you if you are not far away enough.

a standard keg of smokepowder will blast it open. Not sure about oil or firewine kegs, but it doesn't have to be her stuff at all. Those are all over the game; surely you left one somewhere. I dunno if you can grab one from your camp stash or not, the quest doesn't want you to sleep but just going to camp?? may or may not be allowed.
Try drop, not throw. When I dropped the keg near, they all scooted back and encouraged me to light it off.
