Sure, my Astarion is clearing inventory of all vendors before each long rest - it is not that I cannot afford to feed Gale. I just do not like his attitude and do not wish to help him, at least not on my evil playthrough. I might be more tolerant and understanding next time playing some little goody two shoes.
Also there seems to be an special interaction if you talk to him while being in a good relationship with him, after the hag fight. He seems to have found a new solution and it includes raphael.
The encounter with Elminster is mentioned in the oriignal post - it happens after you feed Gale several items and then agree to help him further. Elminster brings a message from Mystra for Gale to destroy the heart of Absolute.
Raphael line is likely the one leading to getting Netherese Crown - Raphael is more or less involved in that, but it happens much later.
