Imitate Nine-Fingers build

I've just seen Nine-Fingers fight and her dagger-throwing build looked very powerful and fun. When I inspect her I notice she has 2 traits that make it possible :
- Dagger specialist : this creature can throw 3 daggers per turn
- Dagger thrower : this creature adds double their proficiency bonus to the damage they deal on ranged attacks made with daggers

Any idea on how to get those two traits?

You probably got the answer to this already but they are unique traits to Nine-fingers. Sad...

A fair few NPCs have unique abilities. Hell, some have unique subclasses; Some of Vlaakith's hunters are warlocks with the "Undead" patron which is from the tabletop but not available to PCs.

Fun facts:

She first appeared in Murder in Baldur's Gate (2013). Her real name is Astele (Jaheira even calls her that at one point). And this is why she only has nine fingers.
