Report a translation problem
In character creation, I usually end up with 2 or 3 off stats with the intension of increasing them with ASI or some other feat later.
Edit: The exception is strength, where a 17 has a better carry weight than a 16.
It is possible to leave act 1 with 20 in a stat, but whether that's a good idea depends on your build.
On D&D feats can have restrictions like "requires 13 Str" but Larian didn't not put this in game.
