Are All Romances Locked to Act 1?

Romances seems to be locked after the Camp Celebration event. I haven't tested a run that straight ignores the celebration yet, but am I crazy on this?

It is possible that the romances are bound to the post-Goblin Camp celebration scene.
The companions/NPCs recruited after Act 1 can be "romanced" in Act 3, though.

Edit. In my playthroughs only the Act 3 "romances" (sex scenes) triggered with the non-Origin companions/NPCs.

I've literally had 2 companions try to start a romance the moment I fixed Karlach when I got to act 2 (Actively romancing Karlach) and I have shown like little to no interest in either of the two, only Mama K.

I spent the camp celebration with Karlach and then started romancing Shadowheart, so it's definitely not locked

Not for me Helsin wanted to get intimate with me around Act 3 while was already dating Karlach. She was fine with it so he starting dating me at the same time.

If you disable their individual quest line threads they shut up. There is a mod to do so, one for each aggressor so you can allow what you will.

That's really strange. I've done a few runs now and, post-celebration, I can't seem to romance Shadowheart at all. The only runs I've been able to romance her (even with max approval) was if I initiated some kind of romance in Act 1. I'm currently doing a run now and skipping the goblin raid all-together just to avoid this.
