That is just common sense unless you are eager with your mods. Not everyone can keep it up and even I sometimes am late with updating. Do not push yourself too hard. Especially with your own mod. You decide alone when and why you want to update. No pressure.
That said, patch #2 (at least according to larian's "roadmap") should be the last big patch before they take an holiday and consider what content (if any) reintroduce and more patches. So probably as of now, it's the best time to get your feet wet with mods if that's your flavor.
But i do agree that i wouldn't touch mods until a DE comes out. Or well, that's what i would and will do.
Although the early bird catches the worm, when it comes to making very popular or sellable mods. And depending on how you mod stuff and what you mod, even large projects are possible. It is often nothing more than just a file you need to change between patches, if you did it right with all the naming etc.
