Minsk was never the best ranger although that´s how I used him in BG and BG2, Minsk shines with a 2 hander and he is deadly .... as long as his low wis saves don´t get the better of him. He is proficient with the longbow though.
The change to stats is a bit weird though. Maybe they gave the job of setting him up to someone who had no idea about who Minsc is and what his stats should be like, they just created him like they would create any Ranger. Still, someone should have caught that and changed it.
Or maybe being stuck as stone for 100+ years isn't good for your strength?
Well, if you look at what he does as the Stone Lord ..... then no, his strength is where it should be story wise, it´s just the stats that don´t add up.
