Definitely turn off ambient occlusion, and lower shadow quality and fog quality.
If your gpu supports DLSS, it will provide a significant performance boost.
Finally, you may want to test if performance changes significantly when selecting DX11 or Vulkan in the launcher.
The steam overlay has a setting to display fps which will help you. Good luck!
Though, if you installed on HDD, some cut-scenes will look odd (models and textures not loading on time). Also, the number of auto- and quick-saves might need adjustment.
Edit. Cannot comment on the performance in the last Act. Haven't played on the current patch.

Unfortunately, my gfx card does not support DLSS. Would I benefit using FSR?
