Yes he will, but he will demand eating Orpheus' brain to get his power. So for no one to become a mind Flayer, Orpheus instead needs to die.
At least until Larian (or mods) makes an option where they can come to an alliance for Emperor to deal with a problem and live his life wherever he wants outside of Grand Design and Orpheus to deal with his racial problem, which he should focus on. So logically a win/win situation, see why not.

I think it'd be pretty cool to have some challenging speech options where we can make them see pragmatism, considering how pragmatic they both get at the end, and just deal with each other so we can kill the Elder Brain.
