Kobolds tend to at least have a slightly higher opinion of dragonborn than most other races. :P
There's a few kobolds later in the game you can chat to, and get some dragonborn dialogue options with. Now I just wish I could make my small spite lizard and murder every gnome in sight.

Depends on the Kobolds, as the majority of them worships Tiamat, and those stab you to death without much talking, Larian saw the race name and made assumptions. Dragonborns have near to null connections to actual dragons.
Kurtulmak has words with that assumption. But yeah, its not uncommon for kobolds to also send a few prayers to the different dragon gods. But dragonborn aren't related to dragons, they were made BY dragons, which at least makes them somewhat better than, say, human or elves in the correct dragon centric world view.
You don't need the specific ceremonial weapon. Any weapon of the right type will do.

You probably put things in the wrong order then. You don't require any weapon in the Kobold's area. I've gotten the blessing to get the artifact through two different playthroughs and never had to harm the kobolds.
