Here you can use it as dumb stat even on wizard since you can get the item that sets intelligence to 17
It also makes multiclassing with wizard trivial
Most spells don't get a damage bonus from Intelligence without a class feature, actually. Its primarily for spell attack rolls and save DCs.
Considering you can get your Intelligence up to 22 (24, maybe, depending on if the mirror gives different random payouts for other classes), taking a -3/4 reduced modifier is a bit painful.
