when they want to start throwing harder things at the party and as such they will chose an appropriate time to tell the party "and you levelled up so please have your character levelled up by next session" usually it happens after defeating specific people or bosses or reaching certain points of the campaign..
Indeed campaign books themselves describe that once players get to this point give them a level and so on and as such generally when you reach these milestones it will usually coincide with some spare time for a long rest
On tabletop levelups are usually going to happen inbetween sessions since no one wants to wait around while you work on your character sheet.
