Only partially true, because they still get ambushed (Zevlor & Rolan questlines). There are survivors, though. It will get clear, if you talk to the surviving tieflings in Last Light Inn.
If you convinced Rolan to stay during act 1, he will be drunk and heartbroken in the Inn and set out to rescue his siblings. You will have to save him in the shadows. If you let him fall to the shadows, he is gone for good. You can rescue his siblings and Alfira's lover (I forgot her name) from Moonrise Towers. Zevlor himself you can rescue in the Illithid colony under Moonrise Towers.
The shadowcursed lands are dangerous. It was obvious that not everyone will survive. In the end, only some handful will make it to Baldur's Gate, if you manage to rescue them all. And that's best case scenario. And there will be more dying right before Baldur's Gate itself, due to the Bhaal cultists and general Xenophobia. You will find murdered Tiefling refugees all over the place.
