Right click the enemy and open the Examine panel, usually it'd be something listed there. Or in the case of the Acolytes for example you can even see it as an active spell below their healthbars.
There's very few enemies that can do this. Greater Zombies have undead fortitude with gives them a 1hp revive when hitting zero, and the mages at moonrise towers have an enchantment on them doing the same thing.

You're either being incredibly hyperbolic or severely unlucky with damage rolls to consistently get enemies to 1hp over and over again.
Death Ward is also a thing, along with Half-Orc Relentless Endurance which activate exactly once.
and i think some class features might have that effect too but i'm not sure on that one.
None of the common clay of the goblin camp have anything providing them with the revive with 1 hp perk. All of the common clay receive the benefit of that perk as the game seems to always ensure I do 1hp less than the target has, unless it cannot fudge the numbers (minimum damage higher than remaining HP).
