No submersible in Flynn Cargo

I've entered the basement of Flynn Cargo but there is no subversible, what can i do now to go further?

I have the same problem. I looked online and it's a common occurrence. If you've gone to the steelworks I think it ruins this quest, even though I haven't blown the factory up yet. I think it's bugged as you have to go to steelworks to know to go to Flymm's cargo basement. I cleared the upper portion of Flymm's prior to arriving at the steelworks; I don't know if that had anything to do with it. The quest doesn't seem to advance or complete.
