[ACT 3 SPOILERS] Guildhall entrance in lower city bugged?

I saved the people on the beach in Rivington, learned about stonelord and ninefingers, i have jaheira with me, did the secret path behind the beach. got to the city, meet that orc, but i can't actually have a convo with him, or pickpocket him. he just jumps from "are you sneaking past me" to "don't worry guild friends are my friends" but then there's no way to get into the door past him. I don't think i have whatever is to be inserted into the door, which apparently you're supposed to pickpocket from him but I can't even do that?
