need help with poisonous beast master quest

I already found the hidden basement in Flynn's cargo and went to the metal bridge but redhammer is not there, only a resignation letter. The only step I might be missing is talking to the fisherman, but I have talked to everyone on the docks and am getting nowhere. All the help videos and wikis only cover how to find the hidden basement which I already had been to wondering the sewers

I am at the submersible dock but no Redhammer and no submersible any suggestions?

I'm doing a replay through and I found him this time, by making different choices? not sure. But it wasn't a great quest anyway. Only so many turns to complete objective before game over

I believe this happens if you kill Gortash before you deactivate the Steel Watchers
